Doha(Washington Insider Magazine) – The Government of Qatar and the International Labour Organization (ILO) have embarked on a Technical Cooperation Programme (TCP) aimed at enhancing national institutions and mechanisms for the promotion and protection of workers’ rights in Qatar.
The Programme in Qatar will reflect the common commitment of both the Government of Qatar and the ILO. Both authorities will cooperate on ensuring compliance with ratified international labor Conventions. They have achieved the fundamental principles and rights at work in the State of Qatar in a gradual manner. The following annual progress report released by ILO shows signs of support and improvement for the migrant worker’s laws in Qatar.
Sections Of Reports Summarize The Developments
Certain sections of the report will summarize the developments before the previous calendar year. In the context of the report, the technical corporation plan suggests that the migrant workers in Qatar will be leading a better life now. In the recent report released by ILO, the progress on the programme’s priorities will be based on its four pillars.
Four Pillars Of The New ILO Report
Here are the four major pillars that have been listed in the report.
Pillar 1. Labor Market and Labor Migration Governance
The legislation is adopted and has reformed a central element of the kafala. This sponsorship system will be based on an enshrined in law and will be improving the right of workers to change jobs without their employer’s permission. This rule has been set from November 2020 to August 2022. A total of 348,455 applications have been accepted and the migrant workers will be allowed to change jobs. The rule has been approved by the Ministry of Labour
Pillar 2. Enforcement of Labor Law and Access to Justice
The technical cooperation programme commissioned a survey in May and June 2022. Among 1,036 low-wage workers that are residing in the accommodation sites will now enjoy better enforcement of labor law and justice. The workers were of multiple nationalities, and they were working in various economic sectors.
Pillar 3. Workers’ Voice and Social Dialogue
In May 2022, the ILO and the International Training Centre (ITC) organized a three-day capacity-building workshop. This workshop was built on collective dispute resolution. Some collective conciliation was made by the government of Qatar and ILO. The workshops have targeted members of the MOL Workplace Cooperation Unit and the Labor Relations Department.

The organization has responded to the protests and selected Community Leaders who will be supporting the MOL’s operations. Discussions are ongoing and a planned exchange with the Government of the Netherlands will also be made with the (SOPs) on managing collective dispu
Pillar 4. International Cooperation and Exchange of Experience
In February and March 2022, the delegations from ITUC Africa (11 members) and ITUC-Asia Pacific
(ten members) were received in Qatar. The delegations will be representing a mix of national, sectoral, and sub-regional trade unions. They have met with Government officials, workers, and management representatives. The community liaison officers from the GUFs will be visiting the accommodation and the government offices. The technical cooperation programme between Qatar and the ILO has released this new report which has led to some great developments for migrant workers’ rights in Qatar.
