Catalonia (Washington Insider Magazine)— In a recent development, the Spanish government has raised alarm over the financing proposal put forth by Catalonia, viewing it as a direct challenge to the existing state structure. Antoni Costa, the Vice President of the Government and Minister of Economy, expressed apprehension that the proposal could pave the way for Catalonia to establish its financing system, bypassing the central government’s authority.

The proposal seeks to establish a financing system that would enable Catalonia to collect its taxes directly, bypassing the central government’s authority. The proposal, presented by the President of the Generalitat of Catalonia, Pere Aragonés, advocates for Catalonia to retain the total tax revenue generated within its territory. In return, Catalonia would contribute a portion to the state for the services it receives. While resembling the quota system employed by the Basque Country and Navarra, Aragonés stressed Catalonia’s willingness to exhibit solidarity by sharing revenues with other regions.

However, Costa opposed this proposition, urging the government to outright reject it. He highlighted the existing framework for negotiating financial relations through the Fiscal and Financial Policy Council, dismissing the notion of bilateral negotiations with Catalonia.

Furthermore, Costa emphasized that the proposed quota system undermines the federal structure, contrary to constitutional principles. He cited examples from other federal countries like the United States, Germany, and Australia, where such arrangements are not in place. Yet, with the government’s decision not to introduce budgetary proposals in the Cortes this year, negotiations remain in limbo. Costa criticized this failure to fulfill constitutional obligations and lamented the resultant hindrance to financing system negotiations.

Moreover, unresolved issues surrounding debt forgiveness for autonomous communities, including the approximately 900 million euros owed by the Balearic Islands, further complicate the negotiation process. Costa stressed the importance of addressing these matters through comprehensive discussions involving all regions.

As tensions escalate between the central government and Catalonia over financial autonomy, the prospect of finding common ground remains uncertain, potentially exacerbating existing political divides within Spain.
