US and China Increase Dialogue to Mitigate Tensions in South China Sea

USA (Washington Insider Magazine)— Despite a “contentious and competitive” relationship, the U.S. and China are enhancing communication to prevent conflict in the South China Sea, according to Nicholas Burns, the U.S. ambassador to China. In an interview with the BBC, Burns emphasized the importance of dialogue as U.S. and Chinese militaries operate in close proximity in the region.

The South China Sea has become a focal point of tension, particularly as Beijing’s claims exacerbate conflicts with Taiwan and the Philippines, as well as the U.S. The recent interactions between Chinese and Philippine vessels have escalated, including an incident where Chinese coastguard personnel allegedly boarded a Philippine boat and attacked soldiers.

The U.S. has strengthened military alliances across Asia, from Manila to Tokyo, and has consistently pledged to defend its allies’ rights in the contested waters, straining relations with China, which have already been affected by Russia’s invasion of Ukraine, claims over Taiwan, and ongoing trade disputes.

Burns acknowledged that these flashpoints have created a significant divide but stressed the need for increased military communication to prevent accidents that could lead to conflict. “The last thing we want is an accident, a misunderstanding,” he said.

While there has been some easing of tensions, the upcoming U.S. presidential election may complicate matters. Burns warned China against interfering in the electoral process, expressing serious concerns about potential actions.

The ambassador highlighted ongoing issues, including reports of China’s efforts to sow divisions in the U.S. and cyber aggression directed at American targets. Beijing has consistently denied these allegations.

Both President Joe Biden and former President Donald Trump are positioning themselves as tough on China, viewing this stance as advantageous for their political fortunes. Biden’s recent tariffs on Chinese electric vehicles and solar panels, while described as economic measures, may provoke retaliatory tariffs from China.

However, there are areas of cooperation. Burns noted meetings with China’s climate envoy and high-level discussions aimed at preventing fentanyl trafficking, which he deemed critical.

In a broader context, both nations are attempting to foster “people-to-people” exchanges, despite challenges. The number of U.S. students studying in China has drastically declined, prompting Xi Jinping to express a desire for more American students to visit. Nevertheless, Burns accused the Chinese government of obstructing participation in diplomatic programs.

Chinese students have reported facing harassment and discrimination in the U.S., prompting Beijing to protest against perceived unjust treatment by U.S. border officials.

The complex relationship continues to be influenced by travel advisories, with the U.S. urging its citizens to reconsider travel to China, citing concerns over wrongful detentions. Burns clarified that this advisory does not contradict calls for increased exchanges, but rather serves as a precaution.

The ongoing situation in Ukraine remains a significant point of contention. Burns reiterated that China’s support for Russia’s invasion will not be tolerated and indicated that numerous Chinese companies are aiding Moscow’s war efforts, potentially facing U.S. sanctions if China does not change its course.

While relations between Washington and Beijing have stabilized somewhat since the tumultuous events of 2022, including the fallout from House Speaker Nancy Pelosi’s Taiwan visit, Burns anticipates ongoing rivalry in the future. “This very difficult rivalry is going to be present for some time to come,” he stated.
