In December 2023, the European Commission adopted a new set of recommendations aimed at enhancing the integrity and resilience of elections across Europe. As part of the Defence of Democracy package, the Commission’s recommendation on inclusive and resilient elections urges political parties to assess risks associated with foreign donations and contributions potentially linked to criminal activity.
Building on this recommendation, all European political parties have signed a code of conduct committing to avoid amplifying narratives driven by entities outside the EU, especially those attempting to undermine European values.
Regulation 1141/2014 and the Need for Reform
The Commission and European Parliament evaluated Regulation 1141/2014 in 2021 and found overall positive results but acknowledged certain shortcomings. In response, the Commission introduced a proposal to recast the regulation in November 2021. However, an agreement was not reached before the European Parliament elections. Discussions are set to continue during the new parliamentary term.
Tackling Foreign Information Manipulation and Interference (FIMI)
The EU has developed substantial expertise in identifying and countering Foreign Information Manipulation and Interference (FIMI). A dedicated toolbox outlines strategies for addressing these threats at the EU level, ensuring a robust defense against foreign interference in democratic processes.
Digital Services Act and Election Integrity
The Digital Services Act plays a crucial role in protecting election integrity. The Commission has already initiated several non-compliance cases and issued guidelines for large online platforms and search engines to mitigate systemic risks during electoral processes.
Through these initiatives, the EU is committed to safeguarding democracy and ensuring fair, transparent elections across its Member States.
