Canada (Washington Insider Magazine) —Canada has officially joined the EU’s €95.5 billion Horizon Europe research and innovation programme as an associate member, a move heralded by Prime Minister Justin Trudeau during a visit from top EU politicians on November 24.

Trudeau praised the programme, calling it “the greatest research and innovation mechanism in the world.” He emphasized that this partnership will contribute to a brighter future for all citizens through collaborative research and innovation.

Horizon Europe: A Gateway for Global Collaboration

Horizon Europe, the EU’s flagship research and innovation initiative, has opened its doors to non-EU countries like Canada, allowing them to access funding and work closely with European institutions. This collaboration aims to address global societal challenges and foster industrial competitiveness.

The agreement with Canada comes after a year of negotiations and is expected to be finalized in 2025. It will focus on Horizon Europe’s second pillar, which addresses key global challenges, including climate change, biodiversity loss, and pollution. The deal will enhance cooperation between European and Canadian research communities, ultimately driving sustainable economic growth and creating jobs.

Strengthening Global Partnerships

The EU and Canada share core values of human rights, democracy, and the rule of law, which are essential for participation in Horizon Europe. These shared values provide a strong foundation for collaboration on circular, climate-neutral, and inclusive economies.

Horizon Europe’s extension beyond the European neighborhood is also paving the way for other countries, including Japan, South Korea, and the UK, to join the programme. Canada’s participation marks a significant step in expanding the global impact of EU-led research initiatives.

A Welcome Step for the Scientific Community

Leading figures in European research welcomed Canada’s association with Horizon Europe. Kurt Deketelaere and Mattias Björnmalm, from the League of European Research Universities and Cesaer, hailed the decision as an opportunity to collaborate with more excellent, like-minded countries.

EU Commission President Ursula von der Leyen also expressed her enthusiasm, stating that the partnership with Canada will lead to transformative breakthroughs, particularly in areas like artificial intelligence and quantum technologies.

As Canada joins Horizon Europe, the focus shifts to the innovative breakthroughs that will emerge from this cross-continental collaboration.
